NMC-ICMR To Introduce Physician-Scientist PhD Program soon for medical graduates
During the 3rd Convocation of Bhaikaka University (Gujarat) on Sunday, Nov 30, 2025, Dr. Abhijat Sheth announced a collaboration between the National Medical Commission (NMC) and the Indian Council of Medical Research (ICMR).
A dedicated PhD track for Medical Graduates (MD/MS/DNB) to create a cadre of “Physician-Scientists.”
The Vision is to transform doctors from purely “users” of medical technology into “inventors” (innovators). The goal is to reduce India’s 70-80% reliance on imported medical devices by training doctors to develop indigenous drugs and devices.
Structure & Eligibility (Expected)
While the official 2025-26 brochure is yet to be released, the program is expected to mirror the existing “DHR Young Medical Faculty PhD” model. Here is the likely framework:
• Who Can Apply:
Primary Target: Post-graduates holding MD / MS / DNB / MDS.
It is likely to target Young Medical Faculty (Assistant Professors/Senior Residents) in NMC-recognized medical colleges.
Duration: Typically 3 to 5 years (maximum)
Aim is to develope low-cost diagnostic kits, new surgical devices, or analyzing large-scale clinical data for Indian-specific treatment protocols.
Financial Support & Incentives
This is the biggest differentiator from a standard PhD. The government recognizes that doctors need higher financial security than a standard JRF/SRF stipend.

Based on the pilot DHR schemes, selected Physician-Scientists often receive a substantial research grant (e.g., ₹50 Lakhs over 5 years) to fund their project.
For in-service candidates (faculty), the program usually ensures they continue to receive their salary or a top-up fellowship.
Since the program is in the launch phase, Watch the ICMR Website for Detailed guidelines and application forms will likely appear on icmr.gov.in or dhr.gov.in in the coming weeks.
