Massive Relief: Rajasthan HC Scraps ₹25 Lakh Bank Guarantee for NEET SS Admission

In a massive sigh of relief for young postgraduate doctors, the Jaipur Bench of the Rajasthan High Court has officially struck down a controversial state order that forced NEET-SS candidates to submit a massive ₹25 lakh bank guarantee to secure their super-specialty admissions.

The Financial Roadblock

The issue began when the Rajasthan government issued an order on January 28, 2026, mandating that doctors currently serving under the state bond policy must submit a bank guarantee of ₹25 lakh before their original academic documents could be released. The state claimed this was to ensure doctors would return to serve in government hospitals after completing their DM or M.Ch courses.

However, resident doctor associations immediately protested, highlighting that securing a ₹25 lakh bank guarantee essentially requires a fixed deposit of the exact same amount – a staggering financial burden that most young doctors simply cannot afford.

The High Court’s Verdict

Three young doctors challenged the mandate in court, arguing that the rule was introduced after the NEET-SS 2025 results had already been declared and counseling was imminent.

Justice Nupur Bhati ruled heavily in favor of the doctors, stating that the government cannot “change the rules of the game” midway through the admission process. The court declared the retrospective imposition of such an onerous financial condition to be arbitrary and illegal.

What Happens Now?

Following the court’s strict directive, candidates will now be governed by the older April 2025 policy. This means doctors simply need to submit a standard written undertaking promising to complete their service bond after their super-specialty course, rather than locking up ₹25 lakh in a bank guarantee.

Additionally, the Medical Counselling Committee (MCC) has directed all allotted super-specialty institutes to accept scanned copies of the candidates’ original documents via email to ensure provisional admissions are not delayed while the paperwork is sorted.
