JIPMER Panel Finds HoD Guilty of Professional Misconduct Against Junior Resident

The Internal Complaints Committee (ICC) at the prestigious Jawaharlal Institute of Postgraduate Medical Education and Research (JIPMER) in Puducherry has taken a firm stand against workplace harassment. Following a detailed inquiry, the panel has found a Head of Department (HoD) guilty of misusing his position of authority and engaging in severe professional misconduct against a first-year female junior resident.

The Inquiry Findings

The eight-member committee officially released its final report findings on Thursday, May 21, 2026. While the explicit charge of sexual harassment via sexually coloured remarks could not be fully established on the standard of “preponderance of probabilities,” the panel concluded that the HoD’s overall behavior severely violated professional boundaries and warranted strict disciplinary action.

Out of eight specific allegations examined, two were found to be completely true, and two were partially proved. The committee found it true that the HoD had actively discussed the junior doctor’s thesis, leave, and departmental matters with her estranged husband, who also works at JIPMER, without her consent. The panel condemned this as an “unwarranted intrusion into her academic autonomy and personal domain.”

Inappropriate Behavior and Contradictions

Allegations regarding the HoD’s inappropriate behavior and comments about the junior doctor’s personal life were partially proved. The resident had accused the HoD of making inappropriate comments regarding her menstrual cycle when offering her juice, and making unprompted statements about his own dietary habits to boost his sexual activity.

In its concluding remarks, the committee noted a stark contrast in credibility during the hearings: the junior doctor’s statements remained consistent throughout, whereas the HoD provided multiple, contradictory versions of events. The panel explicitly rejected the HoD’s defense that his actions were merely “motivated by concern.”

The ICC has formally recommended the initiation of strict disciplinary proceedings against the HoD under applicable service rules, along with administrative safeguards to ensure he has no further supervisory or evaluative control over the complainant
