Fake FMGE Certificate Scam: Rajasthan HC Denies Bail to Medical Graduates

The Rajasthan High Court has delivered a stern message regarding the integrity of medical licensing, outright denying bail to two medical graduates involved in a massive Foreign Medical Graduate Examination (FMGE) fake certificate scam.

The ₹16 Lakh Criminal Conspiracy

In an order passed on Friday, May 15, 2026, Justice Praveer Bhatnagar rejected the bail pleas of the accused, who had pursued their MBBS degrees from Georgia. Despite failing the mandatory FMGE screening test multiple times, the accused entered into a criminal conspiracy to bypass the system. According to the chargesheet, they procured a fake FMGE roll number for ₹6 lakh as part of a broader illegal arrangement worth ₹16 lakh.

Using this forged pass certificate, the graduates successfully obtained internship counselling and secured registration through the Rajasthan Medical Council (RMC). The elaborate fraud unravelled when the National Board of Examinations in Medical Sciences (NBEMS) conducted a verification check and discovered that the roll number submitted actually belonged to a completely different, genuine candidate.

Court Condemns the “Sanctity Strike”

While the defense argued that the FIR was lodged over a personal dispute and claimed ignorance of the forged nature of the documents, the High Court firmly sided with the prosecution.

Justice Bhatnagar observed that the court cannot turn a blind eye to the rising trend of forged educational documents. Denying the bail, the bench stated, “Such act committed by the accused represents possible chinks in the faith of people in public administration… It not only strikes at the root of the sanctity and credibility of competitive examinations but also seriously prejudices the rights of genuine and meritorious candidates competing through lawful means.” The court further highlighted the stark reality of India’s highly competitive job market, emphasizing that absolute strictness is required to ensure only deserving candidates secure positions.
